September 13th, 1901.
I have the honour to report that on the 7th
instant I received a telegram from the Acting British
Consul at Yokohama, repeating one from the Hongkong
Police, received through His Majesty's Consul General
at Shanghai, asking for the arrest of a fugitive from
justice named Ernest Horwitz against whom a warrant
had been issued for embezzlement of a sum of six
hundred dollars and who was liable therefore to
twelve months imprisonment.
The telegram gave a
brief description of the fugitive and stated that he
was believed to have sailed for Japan in the Steam-
ship "Peru, due at Yokohama on September 9th.
Mr. Chalmers added that the Local Authori–
ties at Yokohana refused to make the arrest without
authority from the Imperial Minister of Justice,
